mariadb node fail to join cluster 10.1 ubuntu

Trying to build a database cluster following this procedure



things went fine but to start the new cluster I had to change the config line



wsrep_cluster_address="gcomm://192.168.1.197,192.168.1.198"


to



wsrep_cluster_address=gcomm://192.168.1.197,192.168.1.198 


After I did this, I was able to start the initial node (donor) on dot197. However, I cannot seem to join the cluster from the second node.



the error from /var/log/mysq/error.log is here.
my configs:



[mysqld]                                                                                                                                                                                                                                                                                    
query_cache_size=0
binlog_format=ROW
default-storage-engine=innodb
innodb_autoinc_lock_mode=2
query_cache_type=0
bind-address=0.0.0.0

wsrep_provider=/usr/lib/galera/libgalera_smm.so
#wsrep_provider_options=”gcache.size=32G”

#Galera Cluster Configuration

I am kinda baffled here. Looks like the tutorial I am following has a couple of errors.
