MS OAuth 2.0 client credentials flow not working
We use following url to generate code
https://login.microsoftonline.com/common/adminconsent?client_id=xxx&state=yyy&redirect_uri=<our_uri>
Using the generated code we generate access token using
https://login.microsoftonline.com/{tenant}/oauth2/v2.0/token?grant_type=client_credentials&client_id=xxx&client_secret=zzz&scope=https://graph.microsoft.com/.default
A access_token is generated and using it when we invoke the following API
https://graph.microsoft.com/v1.0/users
We get the below error response
{"error":{"code":"Authorization_RequestDenied","innerError":{"date":"2018-11-06T22:48:05","request-id":"dec1cdbf-951b-40ef-90d7-58d9705456b2"},"message":"Insufficient privileges to complete the operation."}}
Global administrator of Azure AD authorized the app.
This occurs only during first time.
However when the same user authenticates again the API works
