Chrome/Opera uses old scrollTop until next scroll

Why does Chrome/Opera uses the old untill next scroll while other browsers (IE11, IE Edge and Firefox) don't?



To reproduce this problem in Chrome/Opera: Hover over the green button and scroll down, then move out of the div. The div will start flickering.
