User Interface to input/manage error handling database

i want to store a set of data which consists of multiple error causes, multiple error communication mechanisms and multiple error reactions.
Each of these entities has several attached attributes (criticality, reaction times etc.).
The relations between these elements are 1:n or n:n



I need to find the right tool to store this information and to visualize it.



I looked into graph databases (i.e. Neo4j) and understand that they could be used to store that kind of information. What I am still missing is a a (graphical) tool, to input all the data and manage it.



The data is not completely available yet, so its not just importing a dataset to some kind of data storage. What I am looking for is a management / data input tool which allows a comfortable way to input new errors and handlings into the database and reconfigure the connections between the elements.
