Rate Limit Lets-Encrypt

I have a problem regarding my letsencrypt certificate, and it seems I have hit a rate limit or something like that.
Does it count to my rate if I run "certbot renew ---dry-run" and no certificate is issued?
I had an error in my setup and hopefully fixed it. Is there a way to check when the "ban" is lifted?
I find it weird though that I can see number of certificates from my failed renewals yesterday at crt.sh, they have not been used for my domain and I always received error messages.
And finally, "certbot renew --dry-run" now runs (again) without error, but it just simulates a renewal, or doesn't it?
"certbot renew" gives the following error:
Attempting to renew cert from /etc/letsencrypt/renewal/my.domain.here.conf produced an unexpected error: urn:acme:error:rateLimited :: There were too many requests of a given type :: Error creating new cert :: too many certificates already issued for exact set of domains: my.domain.here: see https://letsencrypt.org/docs/rate-limits/. Skipping.
