IIS ARR Routing to Unhealthy server

We have a webfarm (IIS ARR) consisting of two servers. In ARR settings:
Balance - roundrobin,
Client affinity in ARR is disabled,
Host name affinity in ARR is disabled,



Working health test.



We have a asp.net application on 2 servers. During the restart of the application, the health test marks the server as "Unheathy". When we restart first server and refresh page in browser, we see the application starting page (first server unhealthy, second server - healthy). How to find the cause of this behavior?



Session state on all servers "Not enabled".
New connections routing to "healthy" server.
