Blockchain size and the network overhead of high data replication in large IoT smart applications

the integration of blockchain and large IoT-based applications like smart city has challenges such as continued growth of "blockchain size" for high volume of data generated by smart objects(sensors) and also high amount of "data replication" that poses high overhead on the network.



Q1) what is appropriate solutions to address these challenges in a smart city?



My proposed Idea is partitioning a smart city to multiple networks with minimum communication, but the questions is:



Q2)how IoT data can exchange between multiple networks?



Q3)which blockchain platform can be appropriate for "low-latency data exchange"?(for example by considering multiple permissioned BC networks, is hyperledger a good option?)
