Issue with custom sorting on meta_value with get_users function in WordPress

I am having an issue with the get_users function in WordPress and being able to sort based off meta_value and it's associated meta_key.



My code:



$args = array('exclude'     => 1,
'meta_key' => 'last_name',
'orderby' => 'meta_value',
'order' => 'ASC'
);
$users = get_users( $args );


When I loop through my users, however, they continually are ordered by ID no matter what meta_key I am trying to order by.



Any thoughts on what I am doing incorrectly?
