Component Occurrences Inventor Apprentice Error

I am having an issue where I will call my Sub BOM_Document_Creator and the first line of the Sub gives me an error (randomly and inconsistently). I have checked each variable and they all get passed in properly. This problem seems to quite random as in run it once and it'll be fine. Next time it might not work again. Am I not declaring the variable correctly? could it be that I have inventor and apprentice in the same area (i dont think it is this because I am doing this in other places without an issue)?
