Android tv leanback program does not add to the watch next

I write these codes in my project but nothing add to watch next row in the home screen.
WatchNextProgram watchNextProgram = new WatchNextProgram.Builder()
.setWatchNextType(TvContractCompat.WatchNextPrograms.WATCH_NEXT_TYPE_NEW)
.setType(TvContractCompat.PreviewPrograms.TYPE_MOVIE)
.setTitle(movie.getName())
.setDescription(movie.getShortDescription())
.setPosterArtUri(movie.getImageUri())
.build();
Uri watchNextProgramUri = getContentResolver().insert(TvContractCompat.WatchNextPrograms.CONTENT_URI,
watchNextProgram.toContentValues());
watchNextProgramUri return currect value
Also i add these permission:
<uses-permission android:name="com.android.providers.tv.permission.READ_EPG_DATA" />
<uses-permission android:name="com.android.providers.tv.permission.WRITE_EPG_DATA" />
And also this dependency:
compile 'com.android.support:support-tv-provider:27.0.0'
I use Android TV Emulator API 28 for testing
Why i cant add anything to watch next?
