%22 etc causes “Illegal characters in path”
I think the root of the problem below is that if I request:
../%22
example: http://iis.net/%22
I get:
[ArgumentException: Illegal characters in path.]

System.Web.HttpContext.GetFilePathData() +27
System.Web.HttpContext.GetConfigurationPathData() +26
