How to copy complete subfolders in a new location, using a list with their names in Windows10?

I have an excel with two columns formatted as: 123_2018_data. Each lists about 3000 subfolder names located in a folder i have in D:Downloads. Each subfolder has some .pdf files in it. What i'm trying to find out is the easiest way to use this list in order to copy this large selection of subfolders with their .pdf contents to a new folder in D:.

You could write some VBA code to do it, or dump the list to a text file and use it as an input for another app, e.g. powershell script to do the work. Whatever floats your boat :)
