Composer won't run/freezes on run

I am trying to create a project with composer ( What I did successful in previous attempts ):
- create-project ( the composer simply freezes, waited about 10 minutes and nothing happend)
- global require ( it freezes on the changing current directory message )
Sadly somehow the composer just freezes.
What I have tried:
- Clearing the cache of the composer
- selfupdate of the composer
- Making sure composer is installed ( when running composer it gives the available commands )
- Reinstalling the composer
I have no clue what causes this problem, any help would be appreciated

Do you see something else when executing the commands with-vvvappended?
